Mr. Caldwell brings deep expertise in defense acquisition policy, critical materials, and federal proposal strategy. He leads a team recognized for advancing projects under the Defense Production Act to strengthen the U.S. defense industrial base. Since 2011, he has crafted legislative language, proposals, and advocacy strategies that drive tangible policy and contract outcomes. He holds a J.D. from Duke University School of Law with a concentration in national security and a B.A. from the University of Texas at Austin. Outside of work, he enjoys officiating basketball and rugby in D.C.
