Deputy Mayor for Planning and Economic Development
Nina Albert is the Deputy Mayor for Planning and Economic Development for the District of Columbia under Mayor Muriel Bowser. In this role, she is responsible for seven District agencies and coordinates with seven independent agencies to grow DC’s tax base, increase economic opportunity and mobility for DC residents, ensure an affordable quality of life for DC residents, and strengthen Washington, DC’s vibrancy and role as the Nation’s capital.
Albert has more than 20 years of experience in public real estate, economic revitalization, and sustainable urban development. A leader with a proven track record, she prioritizes collaboration, fosters a diverse culture of high performers and encourages a growth mindset.
Albert served as the Commissioner of the Public Buildings Service at the U.S. General Services Administration in the Biden Administration, was the Vice President of Real Estate at the Washington Metropolitan Area Transit Authority, was responsible for Walmart’s store openings in greater Washington region, and has worked as a real estate advisor and consultant. Albert is a U.S. Army veteran. She has an MBA and a Master of City and Regional Planning from the University of North Carolina at Chapel Hill and a Bachelor of Science in Mechanical Engineering from Tufts University.

Assistant Chief Engineer, NAVFAC Washington
Jennifer Blaess is a licensed Architect and a proven leader with extensive experience in engineering, design, and project management. She is the Deputy Operations Officer at Naval Facilities Engineering Systems Command (NAVFAC) Washington. The Deputy Operations Officer (DOPS) is a critical leadership position and fundamental to the programming and execution of all NAVFACSYSCOM products and services. As DOPS, Jennifer provides essential continuity and depth of experience ensuring agile response to the requirements of the Navy, Marine Corps, and other DoW mission partners.
Previously, Ms. Blaess served as the Assistant Chief Engineer for NAVFAC Washington, acting as the senior technical advisor to the Chief Engineer. In this capacity, she was the command’s expert on NAVFAC technical authority policy, responsible for reviewing and managing exemptions and waivers to Unified Facility Criteria (UFC) and overseeing the Departure from Specification program. Her leadership was instrumental in championing new policies and collaborating with NAVFAC Headquarters and MCICOM to enhance risk management procedures.

Stephanie Felton is the Director of the Office of Project Development and Coordination in the Department of State’s Bureau of Overseas Buildings Operations. Ms. Felton is a member of the Senior Executive Service and leads development and project management for embassy and consulate projects, from inception through construction award, to ensure delivery of OBO’s annual $2+ billion capital program. OBO is the single real property manager for all U.S. diplomatic facilities around the world, managing a portfolio in 288 locations around the world, valued at over $85 billion. OBO’s mission is to provide most effective facilities for U.S. diplomacy abroad, ensuring the United States is safer, stronger, and more prosperous.

Ed Chamberlayne is the senior vice president of federal programs, responsible for the maintenance, development, and growth of PRIME AE’s growing federal client portfolio across the company. He completed a 25-year active-duty career in the U.S. Army in 2018 as a colonel after serving in numerous leadership positions. Most notably, he commanded the Baltimore and Charleston Districts of the U.S. Army Corps of Engineers.
Ed has extensive experience working with federal clients in areas involving military construction, the intelligence community, civil works, water resources, environmental remediation, and construction management. He is a veteran of both Iraq and Afghanistan and is a licensed professional engineer in the state of Missouri.
Associate Executive Director, Office of Facilities Acquisition, Head of Contracting Activity - Department of Veterans Affairs
Dr. Zebulon Fox serves as the Associate Executive Director for the Office of Facilities Acquisition (OFA) and Head of Contracting Activity within the Office of Construction and Facilities Management (CFM). As the Associate Executive Director of OFA, Dr. Fox oversees CFM’s Major Construction and Architect and Engineering (A/E) contracting program as well as CFM’s procurement policy office, acquisition career management, and interagency acquisition support program. Dr. Fox serves as the principal advisor to the Executive Director of CFM by providing procurement oversight and guidance to effectively manage the Major Construction Program, in addition to seismic corrections, physical security, and historic preservation of VA’s facilities.
Dr. Fox retired from U.S. Army Reserves in 2021 with military service including OIF/OEF deployments. Prior to Dr. Fox’s appointment, Dr. Fox served as the CFM Director of AE Construction Contracting Policy Service. Dr. Fox’s career at VA began at the VA Acquisition Academy as a member of the Acquisition Fellow class of 2009. Dr. Fox earned a Doctorate in Business Administration from Walden University in 2019 and maintains FAC-C Level III, LCP Level II, and FE/C Level I certifications.

Colonel Christopher D. Klein assumed command of the U.S. Army Corps of Engineers Middle East District, headquartered in Winchester, Va., on July 12, 2024. This District is responsible for providing engineering, construction, and related services in the Middle East, Central Asia, and other areas as required. Its work includes designing and constructing facilities for use by U.S. forces, performing engineering activities for other U.S. government and allied nation partners, and providing operations and maintenance services for various customers.

Jillian Savage serves as the Department of State’s Acting Deputy Head of Contracting for Facilities within the Bureau of Global Acquisitions and holds an unlimited Contracting Officer warrant. After graduating with her BBA from George Washington University, she began her federal career with the U.S. Small Business Administration (SBA) as a Loan Officer supporting the agency’s 7(a) loan program.
Jillian joined the Department of State as a Contract Specialist in the Office of Acquisitions Management, serving in several acquisition organizations, including the Regional Procurement Support Office in Frankfurt, Germany. In 2006, she joined the Facilities Design and Construction Division (FDCD), where she quickly earned her Contracting Officer warrant and led cradle-to-grave contracting efforts for major design and construction projects, executing all phases of the acquisition lifecycle—from project conception, procurement planning, and acquisition strategy development through contract award, construction administration, and closeout.

CAPT Schmitt currently serves as Commanding Officer, Naval Facilities Engineering Systems Command Washington and Regional Engineer, Naval District Washington. CAPT Schmitt’s operational tours include assignments as Assistant Operations Officer, Charlie Company Commander and Detail Romania Officer in Charge, Naval Mobile Construction Battalion (NMCB) THREE where he deployed to Iraq and Romania; Operations Officer, NMCB FOUR where he completed two deployments to Okinawa, Japan; and Commanding Officer of NMCB ONE where he deployed to Rota, Spain as Commander Task Group 68.2.
Senior Account Executive, SOSi
Lieutenant General (Retired) Scott A. Spellmon is a Senior Account Executive at SOS International LLC (SOSi). He transitioned from the US Army after 38 years of service, where in his last assignment, he served as the 55th Chief of Engineers and Commanding General, US Army Corps of Engineers (USACE).
Scott commanded at every level in the US Army including service in Europe, Iraq and Afghanistan.
Scott joined SOSi in February 2025. He brings extensive experience from leading the world’s largest public engineering and construction organization specializing in infrastructure development, environmental restoration, water resource management, research and development and disaster response. During his tenure with the Corps of Engineers, he oversaw the expansion of the agency’s construction portfolio from $65B to $92B with major construction projects across the United States and over 110 countries world-wide.
Scott also serves on the advisory boards for the International Stability Operations Association (ISOA) and the National Economic Security Alliance (NESA). He is a 2025 inductee to the National Academy of Construction.

Theresa Terry serves as the Director, DAF Enterprise Performance, Office of the Administrative Assistant, Office of the Secretary of the Air Force. She leads efficiency and effectiveness initiatives within the DAF’s $250B+ annual budget. Additionally, she is responsible for the management and oversight of the services acquisitions portfolio for Headquarters Air Force (HAF), valued at $25B which includes 37 2-letters and 700+ programs.

Bill Tully is currently serving as a Program Manager within the Military Branch of Programs & Project Management Division (PPMD) of the Baltimore District, US Army Corps of Engineers. Responsible for leading a team of Project Managers that execute a variety of Military and Inter-Agency projects in the Capital Area locations (Fort Belvoir, VA / Humphries Engineer Center, VA / Washington DC Locations).

He completed the Army Congressional Fellowship and was an Army legislative fellow assigned to a member's office in the House of Representatives.
Tom was an infantry officer and had been deployed to Iraq, Afghanistan, Jordan, and Poland. He was commissioned from the U.S. Military Academy at West Point with a Bachelor’s degree and holds a Master’s in Legislative Affairs from George Washington University
